FISPA is honored to announce Ms. Rachelle Chong as our FISPA LIVE 2021 Keynote Speaker. Ms. Chong was the first Asian American woman to be an FCC Commissioner, and was appointed by President Clinton. When Commissioner Chong returned home to San Francisco, she was appointed to the California Public Utilities Commission and was integral in the founding and operation of the California Advanced Services Fund (CASF) which has been highly successful in providing middle and last mile funding to CLECs and ISPs serving under and unserved populations within the state.

Rachelle is a national regulatory expert on telecommunications, broadband, and spectrum. Ms. Chong regularly speaks at conferences to inspire companies and communities to bridge the pressing Digital Divide. In addition, she is an industry expert on the intersection of communications and energy transformation during an era of climate change escalation.
